Everything you need to know about the Local Horizontal Property Councils

The Local Councils of Horizontal Property are instances of citizen participation of a consultative and advisory nature to the local administration in public policies, development plans, projects and initiatives, as well as in matters related to Horizontal Property.

The election, operation and regulation of local and district horizontal property councils are governed by Resolution No. 223 of 2020. It establishes that said councils will be made up of a certain number in accordance with the criterion of population proportionality established for the election of councillors in each locality, as follows:

As a differentiating and equity factor, the election of the Local Horizontal Property Councils will guarantee a minimum of female representatives, corresponding to 40% of its members. On the other hand, those elected will be in office for a period of four years, with the possibility of being re-elected for only one additional period.

So you can participate

The District Institute for Community Participation and Action (IDPAC) announced that through Resolution 263 of 2020, the registration period for candidates and voters for the Election of Local Horizontal Property Councils 2020-2024 was extended.

In response to requests from existing organizations and Local Councils to extend the registration deadlines and modification of the election date, the IDPAC extended the electoral calendar so that a greater number of people can participate.

Candidate registration

Applicants for the election of the 2020 Horizontal Property Local Councils may register on the IDPAC website until October 15, 2020. In addition, people who register as candidates will automatically be included in the electoral roll, meaning that they do not need to register as voters.

If you are interested in participating as a candidate, these are the requirements and documents you need:

• Be over 18 years of age.

• Submit your resume.

• Certificate of residence of the town.

• Minutes issued by the General Assembly or the Board of Directors.

• Certificate of existence or legal representation issued by the local mayor’s office.

Voter registration

Voters will have a deadline to register until October 15, 2020. In this case, the only requirement is to be over 18 years old and you must register by the town where you reside.

Elections of the Local Councils of Horizontal Property

The 2020-2024 Local Council elections will be held from November 7 at 8:00 am to November 8 at 4:00 pm. through the Citizen Electronic Voting System (Votec).

During the two days (November 7 and 8), the candidates will be able to be present virtually at the opening of the polls.

Likewise, the IDPAC will set up a telephone line to answer the doubts and concerns that voters have when exercising their democratic right and the electoral scrutiny will take place on November 8 from 4:00 pm

The electoral formula used to determine the people elected by each Local Council will be a simple majority and the installation of the Councils will take place on November 15.

As of August 31, 2,972 people had registered, so it is expected that – with the modification of the schedule – co-owners, landlords, tenants and inhabitants of residential complexes, buildings and condominiums will participate with ownership in these elections.
